What would be the best campaign structure? One ad set with 3 duplicates of the same creative? Or 3 ad sets with one of the exact same creative in each one? Which would be better for testing? Which would be better for scaling?

There is not a best campaign structure. Different people will use different structures based on their vertical, budget, style, goal. You just have to find your own.

Hey, its better to know which offers are you going to test.
For example, when I test VAS, I use so,ething like 1 campaign and 6 different creatives for it. I test 5-15 new offers every time, depends on the geos\angles, or funnels that were already run by me - then I just add new offers to the split-tests.
