Adperium has a lot of Deutsch inventory. But be careful, they may steal your campaigns if they have high ROIs.

Try http://www.adscale.de but there are a lot of big sites that want 5 Euro CPM, so you need to find the cheap ones.

you can find very good and niche site on AdScale.de

Just go on Alexa.com > Top Sites by Country.

Check some of the first sites for that country and see if they have any ads.

Check the html of the site to see which company is serving these ads.

Contact the company and ask for a test campaign.

This is the way I go when tackling a new country I have never advertised on before.

honestly?..their cpm prices seem extremely high

I found few website that convert very well for me. The cpm is high, but with a good banner is anything possible

I also know https://www.rtbmarkt.de/ but I never tested it. It is a RTB platform for german traffic only...
