I've been thinking about running mobile pops for Antivirus PIN offers for a while but I'm mostly concerned about my LPs constantly getting flagged by Google (Chrome) and other big browsers. Is that a common issue with this vertical? If yes, then what if the LPs are clean and not too much deceptive? for instance "Your phone may be at risk without protection." instead of "Your phone is infected with X viruses."? and how about the level of aggressiveness? Javascripts, Vibration, etc... Does that really have anything to do with the issue of LPs/domains getting flagged?
I'm looking for long term whitehat solutions if possible but If this vertical needs advanced cloaking/domain change every few hours, I'm gonna pick something else.

Generally speaking, yes, you need to cloak to run antivirus offers on pop. It would be possible to get conversions using non-aggressive landers that don't tell visitors their devices are infected and would explode if they didn't subscribe to the service on the next page, but you would be at a disadvantage because nearly everyone else you're competing with, will be using these tactics (and cloaking of course).
If you don't want to cloak, but still want to run antivirus on pop, you could run on traffic networks that are more lenient such as popads and pop cash, and only run offers that allow aggressive promotion (ask your AM for them).
Another alternative: Check out mrbraun’s recent post on how to run antivirus on pop using whitehat approach. He picks premium/exclusive/big name offers which will provide an edge he wouldn't otherwise get by running blackhat. Definitely worth a read!

I can add that you can use aggressive LPs and not be banned by Google. I run some test and found that Google don't ban EU geos a lot (I run them 6 months already and all is ok), but in geos like ZA, US, IN, MY, BR you can be banned fast. So the best way to hold 3-5 GEOs on one domain and find which of them were banned and you should run clean to protect your LPs from bans.
Yes the Google flags are pretty common with AV landers.
What I did instead couple months ago is that I created a tool that periodically checks my landers for flags and if there is a flag simply replace them in
Overall the mobile pop game has evolved, more and more ppl who survived are using lot of automation as the environment is competitive and advanced.

With domains being so cheap nowadays, you can get new ones as the old ones get banned. Rotating multiple domains should also delay the bans by staying under the radar with smaller volume per domain.
My personal trick for domain longevity, which I've "discovered" by accident: Lander domains I've been hosting with an authority website of mine from my SEO days, have NEVER gotten banned by google. They are hosted on the same server, same IP. I don't have solid proof that the authority site was why the lander domains never got banned, but that's the only plausible explanation in my mind.
Another thing you can try, is buy expired domains that have at least some authority - they may not get flagged by google as readily as new domains would.
