Let's say for example I'm selling dog hats.
For my different ad sets, is there like any general recommended rule of thumb for testing to quickly find a winning audience?
Like I would obviously test people who have an interest in dogs...but how else would I break up the interest targeting?
Can you give some more input?
Are you asking simply for thoughts on what interests could work for dog hats? Or are you asking how people think of interests in general and how they break it up, mix and match in their targeting?

In brief - first, gather all the names of forums, websites, brands, breeds of dog, and any other detailed interests that you can think of that relate to dogs. With dog hats I'd try hard to figure out if there's a sub-demographic that really likes dog hats, too, and then gather as much info as possible on them.
Hmm... Another approach would be to figure out what breeds of dog are most frequently pictured wearing dog hats, then target owners of them - again, FB groups, magazines, forums, websites, brands.
Then you can chop the targeting up in a variety of ways, but the approach that seems to work for a lot of people is to test the different "type" of interest you have against each other. So, for example, one campaign targeting all the breeds, another targeting all the websites, another targeting all the forums, another targeting all the brands, another targeting all the magazines.
Then, of course, as soon as you have enough data, start building Lookalike Audiences ASAP. View Content events are surprisingly powerful for this.
