im looking for a network who also accept begginers. I also would like to not provide documents from myself. Do Network require (for example for payouts) verification documents (for example Driver-Liscense)?

You can try any network and see where they will accept you.
You can do it once by one, as other networks will ask you where you have account already and also who is your AM.
So you start with 1 network and build it up from there.
Generally it's not hard to get accepted into network, just show you are a real person, mention that you are on STM and so on.
Some networks may ask ID and Business Trade License, some not.

Actually, most affiliate networks don't require affiliates to submit personal identification documents.
All you need is to give them enough info to make payments, i.e. paypal, or bank account details for wiring funds to you.

What do you mean you can create up to 30 accounts daily? And with a budget of 400€ each? Are you sure you're talking about affiliate network accounts and not traffic source accounts?
