I have joined them and promoting one of their offer.
however, the manager seems super busy. he doesn't reply my email even after a calling.

he is rare to reply me on Skype as well.

Heard about them from tanner Vaughn which I think in a way is engaging with them.

Send them really little traffic (test) but switch elsewhere.
I had a nice AM but till today didn't get my small amount of money and didn't even bother to ask them for it...I think it was around 100$ (6 months ago).

In addition, I paid tanner vaughhn 497$ for a clocker that he didn't provide, but he did take the money though.
Not sure what I can do about that...

no idea, but I'd be wary any networks without a long term proven track record

I've been working with this network for 3 months now and can only say good things about them, Galen (my AM) is there every time I need him, they pay like clockwork (no need to ask for it) and have very high payouts, definitely on my list of trusted networks (hard to find these days)
