I'm running some stuff on LATAM lately and getting kinda short of ad networks that offer a self-serve platform and have LATAM traffic that's not brokered from inmobi/buzzcity. Have seen that a lot in the referrers.
Obviously huntmads / adsmovil are solid in terms of traffic, but they are managed and I don't like the idea of porting 2k+ to managed networks just to test their traffic unless they offer a refund policy.
Anybody willing to share some networks that offer self-serve with reasonable LATAM traffic that's non-wifi? Min deposit etc. isn't any problem as long as there's an option to refund if traffic is different to the campaigns setup.
Tip: Stay way from WebMobLink, have had horrible experience with them, 85% of the traffic targetting a carrier was from other carriers. Got a refund for that traffic but anything but worth to work with given their platform to be honest.

Everybody is running those offers atm. All the main traffic sources have decent volume. I suggest bidding high and see how much traffic there really is or contact your AM's at the traffic sources and see what's available and how you can get more. Managed buys is the way to go if you want to secure volume though. Mojiva has lots
but make sure you sign an IO and get a rep - the self serve sucks
Not all 'main' traffic sources have volume there that's not wifi unfortunately. Thanks for the tip with Mojiva currently waiting for a response from my rep as I talked to them earlier during yesterday, it's just a shame that a shitload of the 'major' networks have like 60-70% of their traffic being Wifi. Count that and divide by carriers, there goes your volume (at least from my experience).

Webmoblink can work out pretty well if you work closely with your rep which makes it semi self managed. For example, the system will set a minimum of $0.15 per click for a given campaign but your rep can set it much lower manually. Also, they can block by IP.
For Webmoblink my experience was pretty different, I've spent a test for the campaign and that Carlos did note ever come back to me regarding getting the targetting working. Honestly spoken I don't think there's much to be expected from them given their attitude, I know they can lower the bids but if the targetting delivers over 80% traffic outside your targetting, it's obvious something's not working on their end.
Problem there is that I think there are a lot of advertisers / brands who simply don't care about that kind of targetting and they'll sell their inventory elsewhere as well.
Probably my situation was different as well.. I already knew the exact IP ranges that converted well from testing on other networks. Used their tokens to narrow down on the devices. Combined with the low CPC, it made for some great campaigns.
