Newest update: Account got locked. Guys don't use your iphone as hotspot to get new ip. This may make FB unhappy.

I would like to create a new FB account and the following steps are what I am going to do. Please advise if any steps are wrong or unnecessary. Thanks!
1. Buy A Mobile SIM card for internet access, insert it into an iphone, set up personal hotspot from it (for a new HK IP. Spamalot advised me to use HK IP because my credit card is HK based.)
2. Access the internet with my desktop using a USB adapter
3. Go to Facebook, create a new account with new name and new address
4. Add A new credit card as funding source
5. Insert a new mobile phone number to get $250 daily spend instantly
Questions:
1. Can I replace step 1 and 2 buy buying a HK proxy and insert the settings into my browser's (Chrome) setting? If yes, where to buy HK proxy?
2. For my new credit card, does the name of it have to match the name of the FB account name?
3. For my new credit card, can I use the same address & name as the one I used in a previous account that got banned?
I'd appreciate if any experienced FB experts can give me some solid advice!

Edit on 2/6: Account was just banned due to "fraudulent payment activity". This is the final decision made by them after sending them my scanned copy of personal identification document. I think this is due to the fact that I had 2-3 charge failure (coz of insufficient credit card limit) before. Lesson here: make sure your CC has enough money.
I'm going to follow the steps above and create a new account now. Let's see if I can get one without banning in a short period of time!
Second Edit on 2/6: Just created a new FB account following the steps above. And I have $250 daily spend limit so the mobile phone method does work! I will update if the account is stable in these few days.

In fact I don't think it is about my advertising. I have just submitted 44 ads after all, though all of them were disapproved instantly.
But I guess it's more about the hotspot issue. Multiple IP login has triggered FB security check and forced me to send an ID copy.
Problem is I have already sent ID copy for my old account. This would be stupid to send them again, right?
Shit, another credit card wasted... don't know if it will be blacklisted by FB.
Goddamn I wrote up this nice response and hit reply to thread and it disappeared.
TL;DR version: from many many tests:
your name on your CC doesn't matter, neither does your address. Facebook does do AVS, so make sure your zip code is right. Probably state/region too since it wouldn't make sense if they didn't match up, but I haven't tested this. Obviously make sure all the actual credit card info (number, cvs, etc) are all correct. It's a compliance and inter-departmental nightmare for a company like Facebook to keep a bunch of banned credit card numbers on file to programmatically link them with new registrations etc. It opens the company up to getting hacked needlessly in their more insecure and unhardened points for something that the legal dept at FB simply wouldn't view as something that matters much (a few scumbag affiliates from STM abusing the system and getting new accounts)
Use the hotspot, u can reuse it, and it won't get detected as a proxy, which many public proxies and even some private ones will.
Do you really start at 250?
I would say, Wait for few days before doing this stuff.

You can use a new credit card with the same name, address as the old credit card that you used in a banned account before.
Just make sure everything is correct and your zip code must match up with your address.
Using proxies is not good because it is easily detectable by FB.
Am I right?

So using a hotspot and logging in with a different IP all the time is not a problem? Others have said they have gotten account bans by logging in from different locations even within the same city.

I personally haven't been using a hotspot as I've been traveling full time, but being that carriers share a huge pool of IP's that geolocate to all over, it's more safe to say that it's more consistent behavior than you creating an account from some random ass IP and then logging in from another non-carrier-based IP.
And akrtw1 obviously yes you make up the info to Facebook... You aren't going to be getting any type of credit card if you make up a fake name and fake address etc to your bank...

Yeah, I am in the US. The second account was about 6 months old. Had a new tracking domain, new dating domain, used a different computer, different IP address, different credit card. Not sure what triggered the immediate ban. And to add insult to injury, got an email over night and they approved my ad. lol
I just lost my account yesterday too so the timing of this post works out well. I'll have to do this with a re-loadable prepaid card so it's good to know that I can use my real details w/ the bank and similar ones for fb. Didn't know about the $250 limit either so that helps, I guess I gotta pick up a "burner" now (learned that from watching the wire lol).
Pretty sure FB can detect if your card is a prepaid one -- I'd stick to a real one. Even then, I haven't had 100% success with any one method, usually when u submit your first ad, if you get through you are good. If you get the account locked please send ID, you are done.

Thanks timetera! So your approach is to have lots of $250 accounts. Sounds good to me coz risk can be diversified. But you will have to change ip every time when you login to a new account right?

by hotspot are you referring to mobile ips (tethering?) what kind of ips are you using instead? proxies?
No. All I did is turning on my personal hotspot and use my iphone's 4g plan as internet connection.

I will have my last fight with Facebook today. Perhaps Facebook is really being strict these few days. If my last attempt fails, I will move to another traffic source. Not that I want to give up, just that I only have 1 credit card left. So before I have my new credit card arrived, I'd have to move!

Dude - you can't use your mobile hotspot for your accounts. I can't believe no one has brought this up yet, your IP will constantly be rotating / changing. It's very important your IP is always the same, especially with new accounts. Your best bet is to use a Windows VPS & logging into it via RDC. One VPS per account keeps your IP / footprint consistent. You logging in via your hotspot is silly, your computer still has flash cookies, cookies and other things that track your use across accounts and keep getting you banned.
Sorry no one brought that up to you yet man, coulda saved you a lot of hassle.

edit: you can also use a bidding platform / buying platform that you load your accounts into and always connect through their portal..but that's expensive and you're just starting out, so you probably don't want to go that route.
