Is it harder for US people to make new accounts than for non US bound?

What's the consensus?

Is it harder for US marketers to create FB accounts than non US?

Does FB more closely watch US signups or is it due to banking laws in the US.

Or other reasons?

I'm interested in hearing what people say about this since I just got the spend increase/suspicious activity combo. I've talked to some guys in other countries that seem to crank out new accounts weekly. Yet, it seems very difficult to do here in the US.

i think the hardest country is china, because china government block facebook, so the only way view facebook is use proxy.
