1- why is my ctr SO low (french dating) .... any tips ?
2- why is fb not targetting at 0.3/cpm ? it keeps at 0.02 per cpm ....

well ctr% is probably low because of the quality of your ad (pics + text) , have you tried many ?
Not to mention, you have been posting about Lead Impact as well. If you are new, I suggest sticking to one traffic source until you master it.
Your ctr is too low man. That will eat up your money 
...Just start with STM Spy Tool and check out my threads that have crazy ctr's... I am new too but STM will help you to get there.

Your CTR is terrible. You are going to need to test more ads ... mainly pictures.
Pictures are 80% of the importance of your adcopy on FB. Make sure to split test
pictures, genders and age groups (5 year increments at least).
It's really hard to tell you why your bombing when we cannot see the ads your
using. This is the best advice I can give you based on the data you've provided.
Your CTR needs to be at least .07+ for their to be any hope.

i dont think anyone would copy your 0.01% creative(anyone?)

I see that almost everyone who starts on PPC, facebook or pof, are using very common creatives and headlines like: Are you single? and stuff like that. These WON'T give you a good CTR, ever(with some exceptions on some super targeted demo maybe).
Pick an interesting angle, pick some interesting, WTF, unusual pictures and I guarantee that you'll get a good CTR because you'll make the user curious and he/she is somehow forced to click. Try this: look at your ad image and headline. Grade how interesting it looks to you on a scale from 1 to 5. If it's below 3 try more images, more interesting headlines until you are sure that: this shit is interesting...than put it to test. You may get a crappy CTR(maybe because of other variables as well), but you may also get a good CTR to start.
