You mean you want to split test pages in general? You don't need FB to approve both pages. Just have it going to one only during approval then rotate afterward, and make sure both pages are both compliant (i.e. newly rotated lander isn't going to get user complaints).
I was just thinking technically facebook may see it as bait and switching, you know how anal facebook can be.
Nah it's fine, split testing is only natural. It would only be bait and switching if you swapped in something non-compliant or that went to a non-compliant offer, or forcefully redirected users out etc.
