Promoting a private auto insurance offer

I'm building a lead tracking and followup management platform for my realtor lead business and the software company I'm working with also happens to create time saving apps for the insurance industry..

After seeing how the realtor leads preformed they approached me to do auto insurance lead generation for several of the Canadian companies they already work with..

Apparently most leads come from auto insurance quote portals, and those leads tend to convert well but obviously are very low margin for the insurance companies.

Anyways I'm not looking to rip anyone's landers but I was wondering if you guys could give me some suggestions.. Obviously being a private arrangement lead quality is a rather important factor.

My current plan of attack is to research popular car models to see which age groups tend to buy which models and then create ad variations for each car type and target them to the age group that tends to buy them.

The landing pages would be simple with a photo of that model of car (say Honda Civic) with geotargeted text saying something along the lines of *cityname* Honda Civic Drivers... Save up to 50% on your Insurance (obviously still a work in progress) and have a 2 step form, first step being just name and email (or just email, which I would also harvest for my own uses) and then send the users to a second page with a short questionnaire that would pull some address, car type and basic accident history.. Then forward the name+email and questionnaire data to the insurance agents.

Any feedback or suggestions based on your own experiences?

Why dont you simply approach an offer and ask the to generate leads for you...ask them not to broker to other networks and not approve any non consistent affiliate in terms of quality..my 2 cents..

I suppose thats an option eventually.. but right now I need to create an offer page, something affiliates could eventually send traffic too... But at launch I would need to keep a tight control on lead quality and be responsive to feedback from the clients.. So a few months down the road it would make sense but right now it's too early..
