How you get good ctr with cpm?

my 0.2%+ ctr images with cpc are getting very low ctr (0.03%ish)on cpm. also the conversion rate is lower for this cpm traffic. is this normal? what can be done to improve ctr with cpm bidding?

From my thin facebook experience, CPC generally gets some kind of priority placement. Effectively, every click gets them cash so it's obvious why it works that way (please correct me if I'm wrong about that).

so far i have tested 30+ images, and 5 texts, most of them are proven images and still doing gr8 on cpc but when turning them to cpm, they suck.
