In another post here Applift was deservedly mentioned for mobile games offers but virtually any of the main mobile affiliate networks will be running the major dating offers (Flirt Finder, Meet Moi etc) as well as games/ app offers. You can also try going direct to the likes of Cupid Media who run their own mobile affiliate offers directly. Also some of the cross promotion networks are strong on games if you have your own inventory.

Whether they state it or not, everyone paying for leads is expecting a certain conversion percentage. If you aren't hitting it you either won't get paid, will get paid less or will get kicked off the offer. One percent is pretty generous, many expect higher depending on what they are paying per lead.
