i am new to search PPC. So apologize in advance if my questions seem dumb 
anyways. I know there are difficulties getting Adwords accounts. I dont know the particulars but I imagine all accounts registered via public registration even on a 100% clean "footprint" (Real Machine, Real IP, Real CC, etc) start in a throttled state. This means the account wont spend much, is carefully reviewed and you have a low probability to succeed.
I wanted to attempt to skip or get past this initial throttled state. So I came up with a plan.
I called a friend who owns a local business, offered to do SEM for him at cost.
I built him a mobile website. Spent about $250.00. The mobile site is a click to call only campaign. The mobile site does not contain his business name. I chose a mobile site to get around "content issues". www.{LOCAL}{BIZVERTICAL}NOW.com
I called google to start a new account.
They asked ALOT of questions... I didnt want to lie, or be deliberately deceptive. I told them my friend and I had an idea that we could sell product online locally. I also didnt put ANYTHING formally in the name of my friends business.
The first thing they brought up was content.
I told them, we just want calls, once we get them on the phone, we can do the rest. I was open to his suggestion, made a few changes, but he agreed, given the business type, we should 100% try to get them to call, and not spend time ont he site.
We went through local demographics. He asked if I could commit to $20.00 per day spend on a Google Express Account which would be limited to marketing within 5 miles of the business.
When he said this, I wanted to immediately say (NO! WE NEED CAP! THOUSANDS OF DOLLARS!!!) but I didn't... I didn't want to act like an affiliate. I said thats fine. We moved on. When we got to keywords I said to him... how many people can I target? I am willing to spend $5.00 for each person to sign up for my mailing list. I'd like to get 100 sign ups per day. He said, well thats $500.00 per day spend, let me see if I can do something about that. While I am not sure, I believe he moved the account out of google Adwords express and into another tier.
The rep was very polite.
He set up a bad ass campaign I'm actually going to use for my friends local biz.
The account I have spends pretty quick, i've uploaded NOTHING affiliate related yet. I feel kind of guilty, i dont want to get the rep in trouble.
I wanted to ask the community about Google Accounts, and their experiences.
Do you think there is an account tier system?
Do you think my strategy moved me out of that "throttled tier"
Should I just spent $500 and wait 30 days before I upload affiliate stuff?

Hmm, this gets me thinking: could you set up a pay per call campaign, and then cloak to an "evil" affiliate site?
