Looking to SCALE BIG. Need tips on promoting download & toolbar offers?

Hey all, I'm looking for a quick and dirty breakdown or guide to traffic sources that accept or are at least more friendly towards download/toolbar offers. I'm looking to scale some of these campaigns from a relatively small traffic source that is not too keen on their advertisers promoting these types of offers. You can probably guess where I have these running so I'll leave it at that I've had some awesome success in this niche and want to take it to the next level by moving to traffic sources that have tons of volume. I'm not looking for specifics on where they convert the best or how to promote them; my last intention is to have someone reveal their campaigns or specific traffic source. I just need some general pointers to get an idea on where I can scale these types of offers to.

Here is what I have to work with if it helps to give you an idea of what I'm looking to accomplish:
- Ad spend budget: no limit per se; so $xx,xxx/week is doable, but managed media media buys are out of reach for now unless I've already found a winning/promising placement from tests on a self serve platform
- Marketing angles: super duper creative/gray area with the primary focus being on # of leads generated and acceptable quality for the advertiser
- Cloaking: damn that's a nice lifestyle blog

PPC platforms:
Google?
Bing?
Facebook?

For me landing pages are where the money's at, but I've heard that some of the above don't like them. General thoughts?

Media buy self serve platforms? I know this will be 100% dependent on the placement in question, but are there any platforms that have a higher % placements that are likely to allow these offers?

Negotiate buys with emailers. Thats why those stupid zwinky offers etc are always neverblues top offers.
