In PPV what's considered a decent PPV from your experience?

I'm afraid I would have to say that "It depends" CTR means nothing really. At the end of the day the only thing that matters is weather you're profitable or not.
I've had landing pages that have had close to 30% CTR, but not converted at all. The key is to grab attention AND presell the offer at the same time. Make the user click through being interested in what you have to offer.

CTR can be important if your offer is converting well but not enough people are clicking through your LP to get to the offer. In that case you want to tweak to get the maximum CTR possible by split-testing different page elements, one at a time. But, as these guys said, in the end it really does boil down to whether you are profitable or not.
