I'm currently promoting a dating offer on POF that's targeted toward black people and I notice that Im barely getting any impressions. I've read that ethtinicity may have something to do with this but I'm not sure how else to target my offer? Is there any other ways to improve this?

That's very, very specific, why did you choose all these targets?
If the offer is for black people, you don't have to target religion, intent, search type, ads clicked, and marital status at all!

One way to see if you can get more traffic, is by increasing your bids by 0.10 until you get traffic..
but honestly, i believe it won't be a ton of traffic..
