Contacted them a while back. They work on CPM. Here's some info regarding budget and contact info from the email.

Pandora can help you reach your ideal demographic through display, audio or video campaigns. In addition, you can target your audience by age, gender, music genre and location (state or DMA).

Pandora has display only campaigns that start at $5k/campaign and audio campaigns that start at $10k/campaign. These minimums were established based on campaign performance; we have found that campaigns that come in under these minimums are much less likely to meet advertiser objectives.
