You can try enter a few payday loan website domain on quantcast.com and look at the demo stats, this might give you some idea of the crowd to focus on.
African americans young moms was one of the biggest demos. The challenge with payday loans is that a lot of the leads will be declined. I used to run payday loan site and the decline percentage was staggering. I had really hard time getting it profitable even with adCenter CPC prices. I had access to the data people were submitting (minus privacy sensitive data) and I couldn't figure out a pattern what caused the declines. Even folks earning $50000 year with a steady job and not much previous debt got declined. Still gets me frustrated even to think about it.

Walmart customers, People who allow adware on their computer (ie PPV traffic), and yeah no racist here but african american demos always got me a higher EPC running those offers.
