Need to majorly up your $ per click, for US + android (huge market).
Up it to around .30c, see how it goes, and you may be able to lower.

That's strange, Stackman. I am able to get traffic at 0.1. Lots of it. And it doesn't matter if i set the budget to $20/day or unlimited.

Kill the category and Placement targeting bro...
basically all of LB traffic is Push ... which runs from Apps on Android. So if you disabled App traffic you aint gonna get shit
this also means that most of the traffic is from text ads... not much banner traffic at all

What kind of offers would you recommend to run on it?

Figure it out dude. I just told you how to get the traffic. You want me to wipe your ass too?
Alright, that wasn't very nice. But I'm not going to tell you what offers to run, Traffic+Offer is the whole game.
Plus what works for me might not work for you. Test for yourself.
Good luck

Something is up mate. Check with your AM at Leadbolt because I had an issue with this before.
If you run text ads (push ads) and you target carriers only, USA + Android you can spend $1000 in a few hours at 0.10 CPC
Like already mentioned - select ALL categories and don;t disable the App feed - that's where all the traffic is coming from

I'm always having problems as once I tighten my campaign targeting, I hardly get any impressions even I'm targeting those top carriers + handsets. Try to pick a proven offer that convert good and work your ass off on optimizing your ad copies/banners and landers, this is much better in terms of analyzing data and also scaling. This almost happens across all of the ad networks, so a better way of split testing is to go really broad without any targeting and split test traffic sources, landing pages, ad copies and that's it.
Tight targeting campaigns always need a higher CPC, but most of the time it just won't work as your EPC cannot backout the CPC you're bidding. Another way is to duplicate lots of tight targeting campaigns at a lower CPC, but this is really time-consuming if you're doing it manually. You need to automate this shit and hire a few staff do this kinda stuff.
I prefer going broad and optimize at the traffic source + landing page + ad copy/banner level, this combination worth more of your time in the long run.
This is just how I take it though.

Normally, i just target Android only, but all devices. Categories also i choose all. The rest i leave it as default.
And i am only using text ads. No banner ads.
Traffic comes in when you choose the top carriers; like verizon, att, sprint etc (be it together or individually)
i spent around $20 to $150 a day. I could definitely spend more if i have the budget, since i notice my $20/day budget campaign can reach it's limit within one hour or so.
I am however, finding it hard to generate Canada traffic.
A tip i found out is Leadbolt actually has lots of International traffic.
**oh, and Deondup explained much more simple than me. heh!

Tried different offers on lead bolt, mostly jamster offers through neverblue. Nothing converts from leadbolt traffic. Any suggections guys?

Tell me more about your tests.
How many creatives did you test? How much did you spend per creative before you cut it off? Jamster offers have high payouts so I'm guessing you really don't have enough data to say with statistical significance that "nothing converts from leadbolt traffic"
Don't be lazy -- LB is good traffic, keep testing.
Maybe start with lower payout offers that are easier to convert while you get comfortable with the new traffic source.

about 8 different creatives for different offers: ringtones, battery saver. all jamster
spent $200, only one conversion

Follow the conversion. Spend more money, get more data, and optimize to profit.
