find what works, make some cash then you can spend on a tool.
Use the Ad Sage Tool, it's free, your allowed 50 ads a day... Thats probably the best you gonna get in terms of a free Ad Uploader
I've never used Keybroker Social, but they have a free version, as well as 30-day trials for their other plans:

If you find other "free" tools floating around the net/on torrent sites that are not the well-known ones being sold, then I wouldn't randomly plug in my FB login info. That's just me though 
Keybroker Social's interface and mass-ad creation tool is super easy to use.
As mentioned, they allow 15 free ads a day.
Should be good enough to get a campaign a day going.
You can always manually ad a few more images to that 15, as well.
Haven't checked Ad Sage Tool...
