Does anyone know if there are any PPV networks that can do it? I'm trying to segment traffic from download offers.

you can probably setup some scripts to do it, some sources have it built in like sitescout and pof for sure, on some ad networks you can also request that, but in general im sure a php script could do the job.

Most PPV networks are Windows IE only and therefore device targeting becomes kinda hard unless your targeting IE
