Mobile Ad Networks & Carrier Targeting (or lack of)

Hey guys - a quick question about mobile ad networks..

I'm working on an offer that has specific carrier restrictions - TIM, H3G and Vodafone but some of the ad networks I have an account on won't let me target specific carriers. Can I still run ads on those networks for the offer? What happens when a click or conversion comes from a carrier outside the restriction?

I guess it depends on the advertiser. I have had this issue before and, in my case, the advertiser simply made a blacklist list of non converting devices to actually improve the quality of leads on their side. (ie. some devices can't actually use the service or convert to paying customers - dating for example)

I think carriers can be another deal but you just have to ask the advertisers or your AM to verify if you can run the traffic.

carrier billing - if they can't bill your pixel won't fire.
