Is it possible to target your ad to a specific fan page on FB?
From my understanding, you can't target a specific fan page without owning that page.
Yeah you can, if you put the name of the page on the targets
You can and can't. I don't completely understand it myself, but if you actually want to target a complete fan page, you can't do that unless you own the page. What happens is though for a lot of popular pages, facebook lets you target them.
For example you can probably target Vin Diesel fans (10mil), but you probably can't target a ALL smaller groups about vin diesel (some you will be able to). I don't think there's a set answer on it, unless it involves the differences between fan pages and groups.

If you look at the open graph model, fans of pages are not so much fans because they "like" the page in the sense of the word, but because they have shown they have some sort of affinity towards it. For example, not many people are going to "like" AIDS, but doing so shows their affinity to something related to the cause or interest. That's what FB aggregates, and what's enraging about their ad platform is their indexing is not real-time, so many groups that were created very recently that have built up a huge volume are hard to target because they just straight up don't show up in your precise targetting.
edit: also, there is no way to get the owner of a fan page unless he decides to reveal himself. Some pages have syndicated admins, but that's very few and far between. The only time I've seen an admin be exposed is when they change the name of a group, it will say (Admin Name) changed the name of the fan group from x to y. But you can only change the name of a group with < 100 fans anyway, so this is pointless for larger groups
