Depends on what kind of traffic you're looking for. Every network excels at something. Even Buzzcity I've made work with all their click discrepancies and what not. Think about the offer and as your ad network rep about their traffic and usually you'll get a sense of whether its worth a test or not.
At the end of the day testing is your best bet.
