I have just realized strange thing in suggested bid! Please help me explain this:
- Established campaign: Suggested bid: $0.26 - 0.35 USD
- Creat new campaign: Same demographic --> Suggested bid: $1.00–$1.53 USD

I think my CTR in nearly campaigns is quite bad, so that effects my avg suggested bid?
Please make me clearly this my friends? And please let me know what i should do in this case!

The suggested bid is basically nonsense. What you see is possibly based on any and all of 1) account history 2) account age 3) how much you have run in that country before 4) CTR and CPC averages on your account and/or on ads directed at that country 5) the demo and targeting 6) how much FB likes you 7) the current weather outside.
I tend to have a general idea of bids required in each country and age group and I just bid that. I pretty much ignore the suggested bids. If it's crazy and you're confused just bid low and slowly raise the bids until you get the traffic you want, then use that experience to help you next time around.
I'm guessing you've found a couple of decent CTRs in your established campaign, right? Those have the effect of lowering your suggested bid, unless you submit new unproven ads.
Launch a new campaign and you'll have to do that groundwork again.
You can get away with ignoring the suggested bids though. If you bid low and one of your ads gets a click from only a small trickle of impressions, it will generally get a bunch of traffic to see if you can sustain the high CTR. If you can, you're laughing. If you can't, rest assured Facebook has already moved on to the next wallet.

i've actually seen the exact same thing in a few of my accounts thanks to mass submission tactics in APIs generating some nice .02 CTRS
I'm bidding $1.35 CPC on female 35+.
At the $1.35 suggested bid I have yet to actually pay more than $1.00
when I hit my CTR i end up paying 0.60
Which is about what the CPC should cost.
There is a benefit of sorts to having this happen to your accounts too.... when ur bidding this high. You also get higher quality inventory...
in Feb on these campaigns I would bid 0.45-0.65 and have a RPC of $0.70-$0.80
now i'm paying 0.65-$0.85 (quite the range)
RPC is $0.90-$1.05
