Has anybody had any success promoting payday loans online with media buys? If so, what approaches or networks should I try out?

Spam emailing and cold-calling is not a good practice. Your buddy may have problems in future with regulators about soliciting people to take payday loans. It is better to start with one kind of marketing: if your buddy is good at SEO -- it's a good way to start to make a few sites or one cool site in payday or finance niche (but he will need about 3-5 months to start make real money). If you buddy cool in PPC (for example Bing ads) it's would be cool too but epl will be a little bit less than in SEO.
