My pixel tracking shows 7 conversions but my CPA network only has 2 conversions. Does this mean I'm getting scrubbed or could it be an error with pixel firing?
Sounds like an error to me.
Few things I coud be. I've seen AV bots fill leadgen forms. Check the IP's to start.
I had this same problem, since then i started using bevo's fingerprint and its working much much better.
