Newbie affilate offers to peg

When you don't exactly have a track record, becoming a valued member of an affilate network, I'm assuming, would be a little harder than normal.

What, if any, non membership / invite networks would you recommend to someone that is completely new to affilate marketing and paying for traffic source?

I could start with a clickbank-esque affilate network and get half decent at it, and then proper affilate networks will at least give me a look in.... or is this a limiting belief? Will they accept total noobs? I really don't know.

don't making bloody assumption, just apply, STM is a reputable community, if an owner don't know STM, that guy is not in this affiliate marketing field

Im brand new and am a member of 5 networks. Like HD2010 has said, STM pulls weight. In fact you will see many AM's and Network owners posting in these threads. You gotta look around a little and try first.
