I've been trying to get a PPC campaign rolling over on adCenter.
Just a bit of background:
I've grouped my keywords pretty tightly.
All of them are broad keywords.
Bidding anywhere from $3-$4 on each keyword.
Budget is set at $50/day for each campaign.
My Q/S check runs between 3 - 7 out of 10, depending on the keyword.
Most of my keywords don't have enough data to display a Q/S though.
This is a fairly new domain - 2 weeks old.
My main question is - how the hell do I get any traffic? My CTRs range from 1.21 to 5.1, but it's really too soon to judge that correctly due to the low impression count.

How about setting your campaign budget to $20,000/day for a start?
Last time I did something similar I blew $400 in 5 hours paying $5 to $20 a click.
Is there some strategy to doing this?
Limit the click price perhaps?
Yeah, lower your bids to about $2 and set $20,000/day budget.

i don;t think it wise to bid that high. Can i know what is your payout commission? if the payout is over $100 then go for it but keep track the keyword. I ever do it once with msn ads and i pay $1,5 i got hit my daily budget in matter of hours... Since you set $3 above, you pay to much for the traffic...

You shouldn't be using broad keywords period. Should be a mixture of exact, phrase keywords and most importantly have proper negative keywords.
Check the campaign settings and see how you have allocated your daily budget.

If you choose "Standard" Bing will attempt to spread your budget across an entire day (read 24 hours).
$50 bucks divided by 24 = $2.08 an hour.
If you are bidding $3-$4 per KW, Bing will Not or almost never show any impressions at all, Since even 1 click will put you over the threshold you set (by selecting Standard). As ridiculous as this sounds, that's how Bing works. And they really don't explain this well on the site.
Switch to "Accelerated" and this limitation goes away. Be prepared to spend your 50 bucks fast and furious!
As an alternative you can increase your daily budget till the per hour spend increases.
Now then, if you already have this option set to "Accelerated" than I have wasted a lot of your time, and can not help you.
Yeah, I had accelerated on 
Must've been targeting the wrong keywords, bad LP set up, or wrong countries - because I just couldn't get hardly any traffic with how I set up. If you guys are saying that I should've spent my traffic super fast then it's one of those 3 I outlaid.
$450 down the drain for 80 clicks. All good. Put it down to the learning experience.
Get 1000 longtails, one keyword per adgroup, bid 0.5 or lower, delete all below 9th position, delete low ctr's, focus on converting keywords.
You may also want to check for negative keyword conflicts. They have a report for this.
Bing handles negative KWs very differently then Mother Google.
I keep seeing this : 'one keyword per adgroup' or just couples keywords. what is the reasoning beyond this ? is it for CTR so you will have ads on the adgroup using the exact keyword on the ad copy ? if you using the dynamic parameter {Keyword:} you could have a lot of keywords in same adgroup ?
Whats worked for me:
1) Set to accelerated
2) Broad keywords (that get traffic)
3) Very very high daily budget (you can set a low CPC)
4) I received way more traffic once my billing threshold went up.. It will go $50 -> $250 -> $500 -> $1000 -> $2500 (max)
If you can get even slight positive ROI and push your daily adspend to these thresholds you'll see more traffic.. Adcenter is deathly afraid of not getting paid and will reward you for showing good pay history
