Have you tried direct linking? I find that payouts that low usually is best to just DL, especially international offers.
Depends upon what time you were running + what network you are running with too.
Test the same offer at different networks. You'll have different results, I bet.

Bro.. I don't know why are you not able to up your conversion rates but I wanna tell you that I've achieved over 20% CVR on international offers. But interesting fact is here, I didn't make any profit but neither I lost the money. The reason for not making that profit was becoz of sky rocketing bids now a days on facebook. My personal advice will be for you, try to increase your CTR on your ads and then start decreasing your bid in the multiples of 0.02c or 0.05 cents. But don't get it too fast coz you may loose all the impressions your ad will be getting. Atleast give an interval of 15 min to decrease your bid each time

But your EPCs are way too low. Don't know if it's the offer or the network ...
I normally get EPCs of $0.30+ (up to $0.70!) for european dating offers on facebook. Direct linked, no LP.
My problem is to get consistent high CTRs. Most of the time I'm stuck at around 0.07% (max). Even with "good" images ...
It sounds like the offer is a bad one. Split test the same offer on 2 or 3 different networks. If that doesn't reveal any answers, scrap the offer and search for an alternative.
It's plausible that your targeting is also hurting you. Are you tracking the performance of that entire 25-45 bracket?
Maybe the 40-45 year olds are converting at 10% but the 25-30 year olds are hardly converting at all? It wouldn't surprise me. This happens a lot. Advertisers often have 'sweet spot' demos that convert better than others.
So, make sure you're tracking the age of your conversions properly.
My next suggestion would be to make sure that your ad copy is accurately representing the offer, and that your call-to-action tells the user what to do next. If your offer only pays out on a profile photo upload, you should cram that in to the ad copy. Get the action fresh in the user's mind so you don't suffer from the annoying 'conversions that got away' - people who sign up, but don't reach the final page/action.
All that said... the offer probably sucks. Check that first.
Finch is right. Most probably is because the offer itself suck.
I can hit as high as 22% CR on the offer that I'm running with a LP. EPC around 0.50 - 0.70. I can make a profit but it is not really decent due to the nature of Facebook click loss problem.
Lately I'm seeing as high as 30% click loss on 1 of my campaign. Eg. 10,000 clicks sent by Facebook but my tracker only shows 7000. This suck big time because if you are not making enough to cover this click loss, you will not make it on Facebook.
Am having the same problem 12as26. I have bad conversions with a french dating offer. Like 50 clicks to 1 conversion, I am direct linking.

The responder demographics are a big help. If you're seeing a better performance from 35+ users, relaunch the campaign under just that demographic.
Cupid tends to have quite young branding (not sure about the app). Maybe you could score a better conversion rate using an offer that's better on older users? Or at least one that has an LP variation for older users?
