In all seriousness, if people are killing it on some traffic source with some offer, I don't think they would tell it here as they will get a lot of competition. Best thing is just to try it out.
Or just do some spying. That's the best way to see what people are running. And if you see it consistently enough, well .. there you go.
usually by my experience shit that you can spy on are either a:barely breaking even or b: lots of profit but on a razor's thin margin ex gotta spend 20k to make back 21k. Just my 2 cents.

Lol chill peeps. Yes rebills are allowed. Would they work? Depends on the offer and how you promote them.
I assume the reason why people replied to you like they did, is that they don't want you to cause a "rebill shit storm". The ad networks would get in trouble, the FTC will start looking into mobile even more. It's the fastest way of locking down a traffic source.
