Know of any Facebook Ad designers?
I am a little understaffed with ad designers and was wondering if any of you can refer me any ad designers that you know, perhaps from Elance or other sources.
Polarbacon, already hooked me up with an amazing designer, I need a few more for the time being.
Please let me know if any of you guys know of anyone?

Done this in seconds with Random Tweaks Generator, no ad designer:

the tool looks great but my question is, has Facebook ever allowed an image with crazy borders like that? I've never seen one in the ad bar and I'd think FB would disapprove those ads so fast it'd make your head spin.
Anyone used it with success?

Why facebook should disapprove the images? just because it has strange borders?. If your image doesn't violate their TOS it's ok. You can give a try... but I can say for sure that facebook allows the images

Yea, it's all about testing. Even a slight change can affect CTR a lot, for ex. just adding a heart badge for a dating ad targeting women can increase the CTR a lot. Most of my CrazyCTR users take top ad images(after they give a first test) and tweaks them by applying borders and other effects.
However, that's a bit offtopic, the OP asked for Facebook ad designers

If you submit 100 ads with all those borders, all will be dissaproved. I've had much better results submitting batches of 5-10 ads with the same border.

That's a good point. If you submit in batches with same shape/border, approval guys will focus on the image so the chances to get approved are much higher.
