As the title says, how do i make the flashing boarder of my banner flash only 3 times then have a static boarder?

In the "Animation (frames)" window you can set the loops of the file. It is in the left bottom corner. Take a look here under "Frame Mode Cntrols" http://help.adobe.com/en_US/photosho...77C005D2a.html
If you have the Animation window opened up on the bottom of your Photoshop. Then in the bottom left corner it should say "Forever" with a drop down arrow. If you click the arrow it will bring up a box with 4 options. once, 3 times, forever, and other. Just change it to 3 times or do other. I hope that helps and good luck!

In photoshop:
Window tab > Animation >
..under your first frame (bottom left) look for a tab with a downwards arrow that says "once", then change that to "3 times" > save as
