Polar, that stuff drives me crazy too. But those are the big brands google will do anything for. I mean, State Farm could start slinging acai-belly fat insurance and big G wouldn't care. As long as the 20mil a year ad spend keeps rolling in.

As said, the best bet is how MUCH they spend.. They can still afford to say "fuck off" when you're spending 1 mil per year.. But when you're spending 5, 10, 20 mil per year... like ALL the insurance companies you find in google out there... you can get any jackshit approved, no issues, they probably even sent a rep over to personally setup these campaigns for the companies. No joke
Besides, they rather have "bad ads" that give them 100 mil from a couple big companies, than havin people complain about "bad ads" that dont even make them half the revenue.. which is us.. But of course they still do tell the public they clean out "bad ads", which is still true, which is us..

Look, search engines providers, they want to make money at the end of the day. We just can't do anything on this. Can't complain, just bear with it and look for ways to continue abuse it. This is life, this is IM.
