What are some of the best ways to drive traffic to Pay-Per-Call offers?
1. Mobile - Search & Wap? ...Google, Jumptap or Bing
2. Email - If so, how should I capture emails?
3. Blackhat tactics?
4. Co-Reg?
5. PPC
6. SEO
I would really like to know what the best method is?

there are some good traffic sources but not one is particularly better. It's offer to offer.
Adwords/Bing is pretty awesome, you can also do media buys as well.
GTFO with blackhat, you want to stay away from that!
co-reg, that'd be interesting to see how it'd be done.
Almost all the mobile platforms offer Click-to-call ads. The problem is just that optimizing can be a nightmare.
I've ran some call offers in the past - you definitely want targeted, quality traffic as these offers typically pay NOT per sale or lead, but for a certain time threshold (ex: the user calls the 800 number, presses 1 and stays on the line for 7 minutes). I would suggest Google/Bing here.
In your opinion how would it work with Co-Reg using email & SMS? Also what is the best co-reg company to use for insurance and other services?
Here's an idea
If your pay per call network allows it, you should consider getting your own number through a service like twilio, and passing all calls through that number.
This allows you to:
1. Get your own metrics on # of calls
2. Pre-sell via your own IVR
3. Switch to someone else if a merchant isn't working out without having to change your ads or creative
4. Lots of other cool stuff, but my time allotment for posting in forums is done for the morning.
