For most of us (which is a little ignorant on our behalf) you can breakup the word INTERNATIONAL into 2 layers.
Layer 1 =
When most people think of international they think of Australia, or Sweden, or Ireland.
Layer 2 =
If you go deeper into international waters you can start targeting countries like Sudan, Saudi Arabia, Vietnam, Egypt and many more.
There are offers that are public right now for all the countries in Layer 2 and Facebook has 10+ million people to target for all those countries. The clicks are cheap, and the CTR Competition isn't even 1/100th as competitive as US/AU/CA etc.
Also i know rules are a bit more lax for these countries!
Jump in deeper into the International countries in Facebook, use onehourtranslation.com for REAL translations. The offers are coming out now, more will be coming soon and now is the early time to jump in before these countries get as saturated as the US!
I've been waiting for countries like these to get some offers. Anyone have a recommendation for networks that have these offers?

Should be a lot easier in Muslim markets, anyway. No skin, no problem.
I do keep an eye on offers for the more obscure markets out there, but I haven't had much luck finding campaigns that stand the test of time. I'll get a couple of weeks of profit, and then the offer will just disappear or fold. It's happened a few times now, and with the low payouts, it's always been a bit of a turn-off.
Lately, there seems to be a lot of mobile offers popping up in weird corners of the world. I'm not that experienced with mobile, though, so plunging in to Sudanese ringtones is just too many variables for me to handle in the testing phase.
One Hour Translation is good, and you can get translations even cheaper on Fiverr.
Avoid Google Translate at all costs. I barely trust it unless I'm translating a single word, and even then it's screwed me in the ass. Makes me wonder why the service even exists.
Who has offers for Egyptian dating (or anything in Egypt for that matter)?

@Finch Yeah, google translate is horrible. I have wanted to split test though to see if broken Egyptian (or any other language) affects conversion rates. I always had this feeling it may increase CTR
The graphic above is GREAT to see where the volume is, i wouldnt worry too much about CPC prices, but do take it into affect. The cheaper the CPC usually the cheaper the offer payout.
Honestly most networks these days have quite a mix of INTL offers (mobile, ringtones and dating are 3 main areas)

I'm Egyptian, Let me know if you guys need anything.
However, Google translate will never work with the Egyptian market. We have the arabic version using the traditional arabic letters, and some people use English letters to write arabic words.
There's also the Egyptian slang, which is a bit different from traditional arabic. It's a bit tough, but i'll try to help as much as I can.

Lots of Venezuelan and Thai offers out right now, and most countries have private dating offers somewhere.. you just need to find them.
Wow I'm surprised to see Norwegian traffic that high up on the list. its a very small country
