Where Can I Get a Good Web Developer?

I'm looking to hire someone who can design/code landing pages. Not just basic design, but also stuff like coreg, validation, etc.

I've tried many of the freelancing sites (elance, freelancer, vworker, etc) but haven't had much success. They were either too busy, or just too much hype and all fluff.

Do you know of anyone you can recommend?
Or a place where I can hire good web developers?
