Did you try to explore the code of the website where the ad has been displayed? Maybe you could find the ad network in the code.

It's called retargeting. Many ad networks provide that option.

I would try @matuloo's suggestion.

Can also try plugging the site into https://builtwith.com/ and https://www.similarweb.com/ to see what advertising platforms they're using.
