I am willing to pay GOOD money to anyone who can help me solve this problem and understand how to not get suspended for suspicious payments, PM me if you can.
I am looking for someone to provide paid help or consulting for getting Google Adwords accounts live. I've been running into a brick wall with suspicious payments and I'm in a position right now where I might be able to figure it out with a lot more digging but I would rather pay someone to help me to do this.
I'm looking for ongoing help so if you can help me get accounts live I will gladly pay a LARGE monthly retainer whether they are live and you don't do anything or they go down and you still help. I just want to know there is someone out there that can help me do this for a fee.

If you are running compliant stuff, you should reach Dathen Fairley, who is really good at maintaining compliance with Google policy. This would help with suspension. See the link to his book in my signature.
I had this problem recently as well, with one of our ad accounts. I tried to appeal 3 times without luck.
After all, I decided to delete the Google Ads account + Payment method and open a new one.
Not sure what's wrong with Google Billing system, but it makes no sense at all, because all our payment details match.
