I just have a quick question if anyone wants to chime in...
If someone is running the same offer at 2 different networks but one is performing better than the other relatively consistently... what could some of the reasons for this be ?

This is quite a common question and we have discussed this quite a few times here on the forum 
Let me sum up the most common reasons :
- better tech setup in one network: faster redirects, better tracking platform
- custom LPs that perform better on one of the platforms
- lower share that a network takes, hence higher payout for the affiliate
- better overall network quality so advertisers are willing to pay more for the leads and also operate with a lower scrub rate
- direct VS a rebrokered offer, which means lower payout and extra redirects on the brokered offer
- more honest network VS a more shady one... some network scrub leads in order to improve their bottom line
There are more but I think I mentioned the most common ones
