Has anyone ever had success finding/ working with a FB ad rep. i know this is a stretch but thought I would test the waters lol.

Depends on the rep you get... Some are good, some suck.
The real reps come to you when you consistently spend over 100k a month, if you're spending under that amount you may get contacted by a "facebook marketing expert" which is a fake rep designed to make you spend more money. Real account reps have the title "account manager"
Yup, most of the "standard" reps just try to make you spend more money 
The real support comes with high spend and an agency account, but I think the monthly spend is even higher than the 100k affman mentioned.
It usually depends on the brand being advertised...
Back when I used to run VSL's and more aggressive stuff I could spend 300k+ a month and FB wouldn't care. Once I started advertising a white-hat advertorial on facebook with a customer-centric brand that gets a 4.95.0 feedback score I received an invitation to become a managed account. I then signed an NDA and started to get some proprietary information from my rep even though the spend at the time was only around 150k a month.
Although to be honest even after signing the NDA and getting all those fancy docs, it didn't really help me much.
