I'm trying to drive traffic to Iran in one campaign and Indonesia in another one.
Both are focused on the language of the place so Arabic and Indonesian.
When choosing this targeting, I always get the prediction of less that 1000 impressions on PopAds.
Can you suggest the best practice about this kind of "non english" tageting?
For example if I target Brazil, which is Portuguese, should I target just Portuguese or also spanish and english?
To what is referring the targeting? To the language the phone is setup or to what?

For countries where almost everybody speaks the same language, it would be better to just target the country, and not specify a language.
For countries that speak more than one languages, you can try to target by country and language. However, a better arrangement would be to target the whole country, but in your tracker set up a rule that says: If visitor's brower language = A, send to landerA (written in language A). If visitor's browser language = B, send to landerB (written in language B).
This is because usually, the wider you target in a campaign, the more the algo tends to favor the campaign.
