Carrier: Irancell
In the traffic source I see this:

Should I leave as it is or I'm not allowed to use any of these since the Career is Irancell and it's not in the list?

Actually I see Irancell in the list, it's labeled as "MTN Irancell".
When running carrier specific offers you MUST make sure you're sending traffic just from the carriers they are looking for, otherwise they won't be able to convert the traffic properly.
Carrier business is quite a mess to be honest, small local carriers are sold/bought all the time, some change names, sometimes the traffic sources don't have proper info. You need to do proper research when working with such offers.
The thing is, when an offer/advertiser asks for a specific carrier, they have deals and monetization setups with just those specific carriers. If you send some different carrier traffic, they won't be able to bill these users. So the clicks will either go to a waste or use some fallback/secondary billing method that won't perform as well.
To put it simple, if an offer asks for Irancell traffic, you better make sure you're only sending Irancell users to them

If I don't see the name of a carrier I'm wanting to target, I would just google the carrier name provided by the affiliate network, to see whether the carrier name has changed.
Telecommunications companies are being bought and sold and merged etc. all the time, and traffic sources don't always update the names.
Most of the time you'll find a wikipedia entry that describes the history of the carrier and all the names it's had since day 1.
