So following your tutorial I run the first 3$ inside PopAds.

No idea if it's good, so so, very bad, or ok.
Looking at the ROI, i'd say: very bad. 😄
I also see quite a lot conversions so not sure if all is really bad. Maybe the Geo is ok but the offer is bad?
Since it's a smartlink, I can't really say if the offer is bad because I have no idea what the offer is.
Any advice?
So this is the second round. I just deleted all the countries from the previous round because all were negative.

You're not a nightmare - you ask great questions.
Just - I may not get to all the questions right away. 
It's typical for campaigns to not be profitable right away - thus is the need for campaign optimization.
It's also typical to have to test many offers before finding one that is worth optimizing.
Basically, you need to look at the ROI, and figure out whether with some optimization - usually involving the cutting of placements - would result in your target ROI or better.
I'd say anything with worse than -50% ROI would be hard.
You will find lots of details on how to optimize a campaign in the 40-day tutorial. For now try this:
1)Take geos that are doing -60% or better and start campaigns with each individual geo (i.e. one geo per campaign).
2)Test a few different bids to see which bid fetches the best ROI in general.
3)Leave the campaign with the best bid running and cut placements that are in loss by 2x payout. So if payout is $0.10, cut at $0.20 in loss or more. If the payouts are very small like $0.03, you could even wait until 3x in loss to cut. This is just a rule of thumb - I find that it's less likely for a placement to end up being profitable once it's 2x payout in loss or worse.
eCPM is the revenue per thousand impressions of the lander. Generally speaking, the higher the better. But the key here is also how much the traffic costs. If you're running in an expensive geo, the corresponding eCPM would need to be higher as well for your efforts to be worth it. Conversely, if a geo has really cheap traffic, and the eCPM seems on par with geos that have more expensive traffic, then you may have a winner. By eCPMs from affiliate networks are RARELY accurate because 1)some networks would "artificially inflate" numbers if you know what I mean (I'm not talking about Mobipium - it's a general statement), 2)these eCPM are average values resulting from all affiliates running the offer, including affiliates that are sending higher-quality traffic, and since you're running the low-quality pop traffic, you probably won't get the same results.
"Cost" is just the traffic cost you're being charged by PopAds.
