Progressive Web Apps (PWA) vs Native Apps Monetization

I am building a small free online tool which people need to use on a regular basis, similar to yellow pages search. As there are a few competitors online, I am thinking of offering an app install, so that they install on their phone and then I get most of the traffic.

I know how to configure the website so that it offers a PWA install message. But I am wondering if it is worth / possible to create an app which would basically be a blank container that loads the website, so that I can send notifications and use native mobile app monetization systems.

Questions:
1. Anyone has compared monetization between PWA and Native App? Is it worth the trouble?
2. Does Google / Apple allow "blank container" apps in non restricted verticals? I know they were 3 years ago, but it might have changed.
3. Any app builder / template to recommend to do this. I guess it must already exist as it is straightforward.

My recommendation is that whatever you do you do it in Flutter, as it will allow you to export to Native on android, iOS and even Facebook games.


The best thing to do is to take a look at the following link, you will find very elaborate templates ready to go.


And if you don't have the knowledge, you look for someone to help you on Fiverr.
