Do you know other countries than UK and US which accept PayPal on google ads?

They have a tool in place that will list the available payment options based on the product you want to use (google ads, cloud or workspace), GEO, currency and purpose (business/non business).

I just checked 2 countries starting from A... both Australia and Austria support paypal, for example.

The automatic billing thresholds are increased as you spend, I think it starts at $50, then it goes to $200, then to $350... you can also talk to support and ask for an increase and sometimes they agree to do it. The country also plays a role in this, but I couldn't find any document/FAQ that would list these values by country.
