Pre Approved Payments Issue
Hello Guys, is there anyone who facing pre approved payments issues while using Paypal as payment method in Google ads?
I'm using USA emails + Paypal + US IP but this error is on 6 out 10 accounts. Any suggestions will be highly appreciated.

Where do you have the IPs from, what kind of IPs are these, were they used for G Ads or PayPal before, do you use one IP for one account or do you use them for multiple accounts?
All such things can lead to rejections.

I tried many different types of Ips, like residential Ips from 911 & smartproxy & data center Ips from different providers.
I use only 1 ip for 1 account.

Is your account verified with paypal? If not, try doing that first.
Also - I'm going to ask the obvious question: Have you contacted paypal support to get help? I've had to contact them at least 2 times in the last 6 months and they've been super helpful in resolving issues in a timely manner. To contact paypal:

Thanks for the reply, I contact PP support & they say that my account is fully functional & limit is from merchant (Google)
