Quite a while ago, they introduced a rule that only pre-approved advertisers could run dating campaigns on their platform, that was when I stopped messing with it on FB. More info here: https://www.facebook.com/business/help/143949649021372

Obviously, you can try to run cloaked campaigns but that's another story.
